    How about making wands and staffs really rare, and getting rid of rods. but having recharge have no chance of destroying them. Recharge could have a chance of reducing charges to 0 or increasing them 25,50,75 or 100% depending on character and item level . Wands and staffs could come in different materials, some capable of holding more charges or be resistant to certain, or in the best items all elemental attacks. Maybe keep rod of recall just for 100% travel success. I guess you could make the big staffs *Destruction* Magi, and healing always have a chance of blowing up so they wouldn't become so powerful. Maybe have an option in town to recharge items in the magic shop, or increase the amount of recharge scrolls.

    Oh, key point was missing have no stacking. I guess having really rare. .5 in a hundred or something chance of finding one with resist charge drain or self recharging would be kind of cool too.
