I think it is empty squares in 3.2.0 at least, because I have seen hounds changing tactics as soon as I step into part of the corridor that was wide enough that there were plenty of empty space around me.

So I can confirm this totally works in the Dev versions (proto 3.3) I've been playing (I think the 5/5 version currently). I basically make a room for myself off the main corridor containing the hounds by tunneling. Then I stand with no walls next to me when I want the hounds to come, and when I want to rest, I stand next to walls LOL.

Turns out aggravation doesn't work. Pack monsters still use their AI regardless.

        Example:
        Code:
        Come hounds:
        ###########
          ZZZ
        ###### ####
           # #
           # @ #
           # #
           #####

        Stay away hounds:
        ###########
           ZZZ
        ###### ####
           #@ #
           # #
           # #

It never did in vanilla angband. I think it does in several variants. Makes aggravation a bit more useful if you can trigger it when you want.
