I just drank a !Chr, but it didn't increase. My Chr stat is CHR! 18/200. Does the ! after the stat name mean it is maxed?

Yes if you use maximize mode (the default). If not, your stats are all capped at 18/100.
IIRC maximize mode is generally recommended, since it lets you get better stats for your class in the late game.
(Also, it makes characters more different from each other in the late game. Which is probably good.)Comment
