Thinking a bit more about this, restore item could be changed to repair item and it only restores the physical part of AC.
Enchant armour scrolls can be used to restore the magic part of AC. Instead of the really stingy +1 to AC the amount you get is based on the amount above or below the 'base' magic AC for that particular item. So a cloak with a base magic AC of 10 that has been disenchanted to 0 will be more likely to gain more magic AC when cast enchant armour on it than a standard AC 0 cloak.
In fact you could extend the same system to weapons as well meaning that a find of a non-ego weapon with very high base magic to-hit/damage values might be worth using since they can be enchanted higher still (perhaps limit them to +10 above their base value for damage and +20 for to-hit).
Of course this would mean that the enchant spell would probably have to be removed from the spellbooks and the scroll made rarer, which would actually make the scrolls an interesting find (do you use them now on your average weapon or wait until you find a weapon with higher base damage later on?).
