Hariolor: ideally the staircases would be balanced such that any additional reward compared to a normal level would be countered by an equivalent additional risk. The valuations are going to vary depending on player and character -- a character with a strong demon-slaying weapon is going to seek out demonic levels much more often than one without -- but I think it's possible to make even an angelic level worth playing, for example, by making it favorable for high ego-items (want that Mace of Disruption of Slay Evil?). A draconic level, in contrast, would probably need to have nerfed drops, since dragons are already excellent risk/reward enemies.
