Telepathy?

Encountered a "cap of telepathy", the description of which reads "grants telepathy".

Can't find anything in a doc anywhere that details exactly what "telepathy" is and how to use it.

Any help?

It allows you to sense monsters with nervous system within certain radius regardless of existence of line of sight. Monsters with highly developed brain ('p', 'o', 'P', 'd', 'D' etc.) are always detected. More primitive monsters (insects, spiders...) are sometimes detected. Empty-minded monsters (elementals, molds, zombies...) are never detected.
Telepathy is generally very desirable ability in Angband because it allows you to react to the incoming danger and significantly decreases chances of instant death.

(Telepathy is strictly a good thing. It doesn't make you any more vulnerable to attack, nor does it let monsters see you if they couldn't otherwise)

Actually telepathy is a game-changer. It is the most sought-after attribute on a piece of gear and you generally can't dive very deep until you get telepathy due to all the fast-moving baddies that start to stalk you (like hounds).

yes, when you go down to a level and suddenly you can see a collection of, green dragons in a room, or a graveyard. you know to run and then come back slowly. also gives you valuable insight into who's in a vault and where they are, and whether they've woken up and are following you on the other side.

Thrakerzog try on cap of telepathy. Thrakerzog wonder why monsters in areas of dungeon not anywhere connected to where he is, zig-zag back and forth trying to follow Thrackerzog when they can not possibly know he there!

Too much move on screen and confuse Thrackerzog at first, but he get better after a little time.

Thrackerzog look for fine print, but somebody rip tag from cap. Only tag left is one that say "UNDER PENALTY OF LAW THIS TAG NOT TO BE REMOVED EXCEPT BY CONSUMER". Thrakerzog confused... he not want to eat cap...

There's nothing quite so nice as the combination of !Enlightenment (or equivalent) and telepathy...
