Bug report? Gauntlets not impacting spell% or mana pool

I don't actually know *where* or how to report bugs.

I'm playing 4.2.5 from Rephial - should be the latest, most stable build.

High Elf Mage, i am wearing
the Set of Gauntlets 'Moroth' (+6,+3) [3,+8] <+1, +2/
FULLY IDENTIFIED
+1 WIS
+2 searching skill
+2 Spd
rCold
pFear
SI, cannot be harmed etc
NO free action, no +DEX, nothing else.

They are not affecting my mana pool. My casting rate is the same.
Surely they should give me a mana penalty, given that they are Gauntlets?

update: i've tried Gauntlets of Combat, which also do not affect the max mana pool (aside from a very minor effect linked to max weight of AC).

kind of a weird decision to remove the spellcasting penalty, tbh.
