possible bug? - kelek's at dlvl 10

I just found kelek's at dlvl 10 dropped by an orc shaman - is this actually possible, just really improbable, or is it a bug? I thought objects had hardcoded minimum depths to be generated.

Items can be dropped at any depth, but they are very rare if you are below the minimum depth for the item. It's possible to find Power Dragon Scale Mail at dungeon level 1, but the odds are astronomical.

Monsters used to be the same way (i.e. it was possible to encounter a Balrog on dungeon level 1, if you were "lucky" enough). Now, though, there are limits on monster depth to prevent completely unfair encounters.

Ringil's actually shockingly shallow. If you removed vaults and improved drop monsters it's IIRC theoretically most common on DL20.
