There's no bug with the rarity of these, is there? I only ask because I recall a couple of dumps recently where people found them very early, and I just found one [+2, +23] (whilst diving very quickly) with my gnome mage, at 500ft! Perhaps it's just coincidence, I just never remember finding any this early before.

Yeah, I found one a little while back at 100' with a Warrior or Rogue or something, and I died right thereafter... so beware, the RNG attempts to curse you when you have such lovely things so soon.

i think it's simply the RNG ... I have yet to find one

It's quite a lovely item. You've probably yet to realize what a great find it is. However, once the RNG realizes it's mistake, you're doomed.
