When "the weight of your armor encumbers your movement" what exact consequences follow? The answers I've searched on the forums and newsgroup disagree. It certainly lowers your max SP, but it doesn't seem to increase your spell failure rate. Does it decrease your stealth? How about any other effects?

Unless it's changed in the beta armor encumbrance only affects max SP. In my old " want to know everything about everything" - days of Angband I used to track/search variables, flags etc through the source if I ever wanted to know anything like this ... and this was one of the questions.
Sometimes you get unexpected results - like the assumption that DEX 18/150 was needed to be theft-proof. This was the table figure that everyone (including me) referred to, but this was only part of a formula that subtracted the character level from this table-figure ... IIRC.It's better to burn out than to fade away!
