Could you please try downloading http://rephial.org/nightlies/angband-r1099.zip, running it, and then seeing if it works? It would be particularly useful if the people who can't run Angband with consoles open try this, because I think it might fix your problem.

The download in question is identical to the 3.1.0 beta release apart from one line in the Windows-specific code.
