My first thought is I hope that +1 is strength because otherwise I might not be able to carry it.

RStun - that's pretty rare - but not so useful in a spell character as a melee

Overall verdict: I will definitely wear this, but it is not uber elite.
Then 450 feet later, I'm in a desperate fight and I hit A just to see if I have any options and the shield shows up. I had completely ignored the bottom section so I had NO IDEA what it did.
So I go to read it:
