Paladin Troubles with spells

So I'm just starting to play again after many years away.
I've got my Paladin up to lvl 25, but he can't learn new spells from the Cleansing Power spell book.
They used to be able to do so by now.

Cleansing power is a priest only book.

Paladins have access to 3 books.

Novice's Handbook (town), Healing and Sanctuary (dungeon book) and Battle Blessings (dungeon book).

Thank You! That's a change from my earlier days, when we just used the priestly books. Any idea of what level those other two books drop at? (or is that a spoiler/no no to reveal?)
