What is the logic behind the stores changing?

As some of you may know, the stores in V have a randomized max amount that they will pay for items, from a lowest of 5000g to a max of 30000g.

Over time, shops may "change owner" (this was an actual thing back when CHA existed as a stat) and this value may change.

So, my question is, what are the stats and rules behind the changes?

is it every set number of turns? Does it have anything to do with the player interaction with the shop? (e.g "every 100k sold, roll for change")

I have, as far as i remember, very rarely seen a shop go up in value. Most of the time it falls from whatever original amount was, to 5000g (which is frankly infuriating, when a weapon sells for more in the BM, than it does at the weaponsmith).
Also i see them frequently change once per game, and very rarely twice.

There’s a 1-in-25 chance that, when it refreshes the stores, it swaps out a shopkeeper. It refreshes every 1000 turns.

Also, if you buy out a store, there’s the same 1-in-25 chance.

25 is changeable in the config files.

Really every 1000 turns. Or just on average, with a 1/1000 probability every (normal speed) turn?
