In Sil-Q 1.4.2 I took both charging and smite along with song of challenge messing around with a dwarf. As you can see by my character dump I got owned lol.
When you charge an enemy you attack and you are free the next turn to do whatever action you want however with charging and smite when you charge an enemy you have to wait a turn as if you smote them. Is it intentional? I couldn't tell if the charge was doing extra damage because of the smite or not.
I think it would be an interesting character to have conditions on your movement making you either charge or stand fast and tank the extra hits but with a penalty after charging you get the worst of both worlds.
