Do stores recharge items you sell to them?

It used to be that stores would recharge items you sold to them, even with the no-selling option. You'd get zero gold for the sale, but you could buy the item back recharged. That doesn't seem to be happening anymore. Was the change intentional?

Well, we can do you blood and love without the rhetoric, and we can do you blood and rhetoric without the love, and we can do you all three concurrent or consecutive. But we can't give you love and rhetoric without the blood. Blood is compulsory. They're all blood, you see.”

It only works with items the store itself would stock.

Then it's not working in the latest version. Tried it with a wand of stone to mud and a staff of identify in the Magic Shop. No recharge. In the case of the stone to mud (0 charges) bought back with 0 charges. Then I tested it with Identify. In the case of the Staff of Identify, there were staves of identify already in the store. Instead of recharging, it split the charges across all the staves including the (0 charge) staff I just sold, thereby reducing the average charges. I'd have been better off not selling the identify, dropping it, and buying a new one.

I've just downloaded the latest build (angband-v3.5-dev-593-g3151e57) and I cannot reproduce this. I emptied a wand of magic missiles and sold it to the shop where there was a wand of magic missiles with 12 charges. The result was 2 wands of magic missiles with 21 charges. Tried with other devices and all recharged.

I just tried again to reproduce it. The first case, where the store doesn't currently have the particular item - selling a zero charge item results in a zero charge item for sale in the store -- no recharge. But, the second case, where the store does currently have the particular item - selling a zero charge item results in a recharge. I couldn't reproduce the second case problem that I had earlier.

Strange... I bought a wand of stinking cloud, drained it of all charges and sold it back and it recharged. Are you sure it was an item that is sold in the shop?

First I tried it with a wand of stone to mud and a staff of identify.
Second time I tried it with a wand of annihilation and a staff of mapping.
              All in the magic shop.

No recharge if the item wasn't already currently in stock.

Well, since the magic shop would never stock either a wand of stone to mud or a wand of annihilation, they are not capable of recharging one.

Ahh! Got it. I assumed since they were magic wands, that was the right place. Now I realize I needed to go to the Black Market. I will try that.

Won't work... because the BM doesn't sell any fixed item. The list of items that can be recharged can be found in store.txt, and only store 6 will be able to do so:
