Stupid question... are you targeting monsters with the *numpad* version of '*'? If yes, the numpad keys don't work on Windows anymore. Well they work, but lead to double output... so you're actually using **, not *.

That was an bug that was fixed about 7-8 years ago. Is it back?

A lot of code has been rewritten for 3.3 concerning keypresses. For Windows users, some keys from the numpad are still problematic: / * - + .
To see the problem, start a character and press 'd' to drop some of your rations. Instead of a value, try a key from the numpad and check that the key is repeated twice.

What's wrong with removing lines 3948-3952 (or only 3948-3951 depends on intentions with VK_DECIMAL) in main-win.c? What scenario it breaks?

This has been fixed in the nightlies, and i hope it will be one of the things back ported to 3.3.1.

I can promise that it will - and I hope it was an isolated commit so it's nice and easy to do ;-)
