I had a chest drop at DL98 from a black dragon pit. On examing a pair of gloves of thievery from the chest, they said they were found in a chest at 2750'.

It's quoting the "power" of the chest, which was the level used to generate the item. Chests can be opened anywhere, so it probably wouldn't make sense to give the level the chest was opened. I guess the wording should be changed to indicate the power level of the originating chest or the items should use the origin depth and/or source of the chest itself.
