He can spawn while you are in town just like any other unique. Three special cases: Maggot is the only one that can spawn in town (and only in town) and Sauron can spawn only at 99 and Morgoth at 100. Everything else can spawn everywhere except town.

Game actually has 100 levels before M: 0, 1, 2, 3. Town is level zero.

So far as I'm aware, Maggot should be able to spawn in town if you just wait around long enough, i.e. if he's not there when you enter town he can still appear later. But if you want to scum for him, the fastest method would be to enter and leave dlvl1, since that causes far more spawns than you'd get simply by waiting. Of course, it only works if you don't have forced descent turned on.

Or connected stairs. With disconnected stairs finding upstairs can take quite long.

I just got the boots of speed from Farmer Maggot as well, in addition to finding a Longsword of Slay Evil and another set of excellent leather gloves at 50'.

After many frustrating occasions where all I got for my efforts was something like a pair of Leather Boots [2, +1], in my current game Maggot appeared straight after character generation and dropped a Whip (Holy Avenger) (+7,+5) [+1] <+2>. About as good a starting weapon as my Half-orc rogue could ask for.

I had a hobbit ranger get a longbow of power +15 from maggot recently. I was able to kill anything in sight with one arrow for quite a while.

Playing Angband 3.5.1. Memorable, mostly for how disappointingly mad it made me:

                You have slain Farmer Maggot.
You see a Metal Cap [3].
You are wearing a Metal Cap of Beauty [3] {excellent}.

What the @#$%! Charisma was done away with! I think this qualifies as a bug!

It's just a Metal Cap [3,+5], but it sure is pretty!

This is the second time Maggot has dropped this. I reported the same some months ago. I'd hoped it was part of the bug-fix in 3.5.1, but alas, no such luck. Well, at least it's a plus to armor class. Oddly enough, I have NEVER had a memorable good drop from Maggot.

I think it is there to provide downward compatibility. It doesn't have allocation line, so it can't be generated in dungeon floor, but maybe monster drop doesn't obey that law. I wonder what would happen if we remove T: -line as well. That one provides the sval and tval values IE. which items can have this ego-type. Does that break the existing game with the ego-type.

You could make it dlvl 127 item with rarity of 1. That should prevent Maggot dropping it without breaking the compatibility with older versions. Though you could get it from Morgoth then.

Items without allocation line shouldn't be generated, so that's clearly a bug.

This was left in the game as a philosophical statement. Beauty means nothing when it comes to war.

Maggot is a special case? Maggot is special case as he is the only unique that can appear in the town. I guess some special hackery with levels happen with case Maggot and that messes with item allocations.

Just after reading this thread on the weekends started a new game, waited a little for Maggot (thing I usually never did) and got a Shovel of Digging (1d2) (+4 +9) <+5> and branded with acid.

not the best thing ever for my High elf Mage, but still a little help surviving the first few levels and on the early game pairing with my ring of digging +5 (found just one level down) makes this elf mage quite a gold digger!

                                re: special monster

Just to notice it and to back the assumption that Farmer Maggot is a Special Monster. I just left the low-level uniques alive to have Morgoth call some "weak" Monsters if i enter endgame. And see ... he called uniques and all alive uniques showed up. All except Farmer Maggot ...
