how to know the full extent of one item's powers...

when I pick up some item,
and click 'i' key to show the items option panel,
    then select the new item,
always, i can view the function of the new item,
but sometimes , the content i can see is only "You do not know the full extent of this item's powers".
    why?
And how to know the full extent of this item's powers...

Either try it until you learn all powers by experimentation, or use Identify scroll/spell/staff.
For things that are "magical", a single use is enough to ID them.

For normal stuff without any additional powers, you can identify it by use. Wielding a weapon and hitting opponents will tell you it's +hit and +dam bonuses, if any. Same for armor, if you wear it and get hit, you know it's values.

With resistances, like armor of resist "element" or ring of resist, you must be hit by appropriate attacks to know.

Other than that, there are scrolls, staffs, and rods of "identify". They can tell you all properties of an item. Some classes eventually get an identify spell also.

If you are finding cloaks [1,+0] you need to go deeper. If you are having trouble staying alive, try Rogue or Warrior.
