    RoS +17?

So I'm playing 3.4 RS1 (after a long break) and find a Ring of Speed +17. Is that still as mind-destroyingly rare as it used to be, or did the PVALs get tweaked recently?

    No, that's still extremely rare.

New personal RoS record at 23, and the only ever Angband 2X RoS ive seen. It was easier in Moria.

Wow, I thought the highest was +15, at least thats the highest i've seen, but +23 is crazy.
What is the highest that is actually possible, or is it determined randomly or something?

There's no official maximum; the game uses what it calls a "supercharge" mechanic where it will keep adding 1 to the pval as long as the RNG passes a coinflip. Rings of Speed also get 4 + a depth-dependent modifier of up to 6 to their pval (i.e. the worst possible Ring of Speed is +4; the best without passing any supercharges is +10). So the chance of getting a +23 ring, assuming you get the max depth modifier, is 1 in 2^13, or 1 in 8192. If you wanted to get a +32 ring, then you'd be looking at odds of 1 in 2^22 (1 in 4194304).
