The earthquake & destruction effects and rubble?

Is there a reason that the altered terrain created by the earthquake and destruction effects don't include rubble? It seems logical that plenty of rubble would be left behind by Earthquake & Destruction, but it appears that you either get open floor or you get solid granite, quartz, or magma.

I've been playing a bit with the code, and it looks as though it might be easy to implement with a few changes to square_destroy() and square_earthquake().

If it was only the new passable rubble that wasn't included in the effect result, then I'd assume that the effect hadn't been updated since passable rubble was added to the code. However, the effects don't use the old non-passable rubble, either, which leaves me wondering if this is an intentional design decision.
